Ni̊tlili Se (/ni̘t/ /ˈlili/ [chaos] [classic]) is a subtropical Town located in the Luvjash County of the Picham Community.

The name Ni̊tlili Se is derived from the Tauric language, as Ni̊tlili Se was founded by Treshëm Colliams, who was culturaly Tauric.

Climate

Ni̊tlili Se has a yearly average temperature of 24°C (75°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a cool 20°C (68°F). Ni̊tlili Se receives an average of 245 cm/y (96 in/y) of precipitation, most of which comes in the form of rain during the summer. Ni̊tlili Se covers an area of nearly 5 km2 (2 mi2), and an average elevation of 2332 m (7650 ft) above sea level.

Overview

Ni̊tlili Se was founded durring the late 15th century in summer of the year 1453, by Treshëm Colliams. The establishment of Ni̊tlili Se suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.

Ni̊tlili Se was built using the conventions of Tauric durring the late 15th century. Naturaly, all settlmentss have their own look to them, and Ni̊tlili Se is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Ni̊tlili Se is buildings are arranged arround a network of spacious paverstone streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town sits behind a stone-renforced palisade wall, with stone gatehouses and timber drawbridges for their trench. Unfortuantly, these would-be-castle fortifications are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.

Ni̊tlili Se is a bustling hive of activity. Everyone moves at nothing short of a jog, each convocation is a mile a minute, and there’s dedicated lanes for riding through town in the center of each street. The locals all appear to be not merely occupied, but in a true hurry for everything from drinking a pint of ale to their daily work.

Civic Infrastructure

Ni̊tlili Se has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Ni̊tlili Se has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Ni̊tlili Se. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Ni̊tlili Se's parks.

Ni̊tlili Se has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Ni̊tlili Se.

Ni̊tlili Se has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Ni̊tlili Se has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Ni̊tlili Se has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Ni̊tlili Se's public wards, blessings, and other arcane systems.

Ni̊tlili Se possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Ni̊tlili Se's grid is powered by a boiler and turbine based power plant.

Ni̊tlili Se's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Ni̊tlili Se has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Ni̊tlili Se's natural decorations nor waterways.

Ni̊tlili Se has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Ni̊tlili Se has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

While Ni̊tlili Se has a public leader, the real authority is hidden from outsiders. This ruler may draw their authority from rationales unacceptable to outsiders, they may have cowed the public authority into obedience, or they may have a mutually beneficial private arrangement with the official ruler.

Ni̊tlili Se's bank was built using a different architectural style from the rest of the town. The style used is based upon new and innovative technologies of construction and the idea that form should follow function. It was an embrace of minimalism and a rejection of ornament. The style became characterized by an emphasis on volume, asymmetrical compositions, and minimal ornamentation..

In Ni̊tlili Se hail is always enormous, yet harmlessly plinks off people, creatures, and structures.

The Tsathar near Ni̊tlili Se are known to be almost tame, such that they can be put to domestic use.

Ni̊tlili Se's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves long periods of drunkenness to channel Truename Magic energies of tier 2 via recitation of scripture.

In time immemorial, reportedly some time during the late 2nd century a local hero by the name of slew a dragon and brought its hoard to Ni̊tlili Se, where it was shared with all. One of Ni̊tlili Se's festivals remembers the hero.
